You seem to have Interactive and Motion design confused... anything that requires the user to interact with is an interactive piece, like an HTML anchor leading to another URL.
Flash can be used to create almost any kind of experience you like. IE: the sites you visit that do not allow you to use the back button are simply not programmed properly to do so... you can't blame the framework for the way it's being used.
I find flash to be way more modular than HTML, loading arrays of content and setting up style guides is more consistent across users.
