theres a certain type of chemical you can add to the ink when you're printing something that's going to stretch. I work for a screenprinter, and when we print bathing suits for schools, we use it b/c the bathing suit will be stretched.
However, it's probably that you had really cheap ink on the shirt that it's cracking, also multiple washes can cause cracking on a shirt. Also the amount of ink they originally applied to the shirt, if they did multiple passes, multiple screen floods, etc.
