You make no fucking sense. Reality Alert - the states are fucking bankrupt or close to it. Their pension plans are up the shitter. Gone. Their budgets? Fuckered. There's Great Depression level unemployment in California (Hello Governor Terminator and the whacko No Tax Me fringe of the Republicans. That worked out well, eh?)...

If the States can't go to the Feds to supplement their budgetary shortfalls, than what?
