imo 2 is looking good.....
The "g" needs a bar in the middle, like aligned to the one in the middle of the "h". "Capital" needs to be a smidge bigger (like 3) which will allow for the tagline to get bigger.
I think two swooshes (dark gray and green) is enough and I would make them more uniform and horizontal with a the lower part of the swooshes to occupy some of the negative space over "capitol" like you've done with 1/3.
