You know, despite my hatred of the Post, I just spent the last ten minutes looking through the past editorial cartoons of the artist in question and can't really find anythign to offensive, so I'm going to tgo with a general "no" on the "is this racist?" question, at least on the part of the cartoonist. And here's an earlier cartoon from the same guy with two cops...looks like they're a regular motif in his work:
