My theory is that they have an algorithm which looks at an image that someone tags that from calculates:
How many other images from that source have been tagged;
How many other images has the tagger tagged, and from where;
How popular are that tagger’s other images;
How popular are the images from that source;
How many people have tagged that same image.From there the have some variable which decides what gets to the top.
This is just a theory, mind.
