When you look at those "Best Agency" lists in magazines it's all based on total revenue, which is based around media buys (money spent on ads through the agency). Most of the time it has nothing to do with creative. I have nothing against the shops mentioned, and I often find inspiration in their work. If you're out of school, find a place where you can learn as much as possible.
