From a small studio perpsective...
We typically quote a job for X-amount of hours. X being the maximum time to complete the job. The delivery dates are usually set or are flexible depending on the client.
So for example, if Project A was quoted for 100 hours and we completed it in 20 that gives us 80 hours to either putz around or to work on other projects. So from a business perspective that project is rather successful in terms of maximizing efficiency as far as hours are concerned. It's really money in the bag. Also, consider that the client already payed you for your the time you did (or did not) put into the project. So there, it was a success. :D
