I find I can ( once inspired ) pull a mock out in about 10-12 hours, then another ( that I dont really like ) in three hours to give the client another to look at. so yeah usually for initial mocks 15-20 hours should be more than enough.
all though, I find in more serious projects getting the site map built out first usually helps a client focus and decide on whatever you show them, much quicker. This isnt always possible, but it can save you mucho time in the long run.
