You'll need to do both. Most likely, hiring someone that is good will cost close to what you are asking, which leaves you with no cash.
Again, this is how companies are formed (and why they charge much more than freelancers).
I'll agree, though, I've let a ton of people go because they were incompetent (not lack of talent but lack of work ethic, meeting deadlines, getting done what you say you are going to get done).
