One thing you shouldn't do is to make an anonymous complaint to a third party before first being neighbourly and talking to them face to face to make them aware of the problem.
90% of any irritation like is the anxiety of not knowing if the noise is because the neighbours are anti-social and couldn't give a shit or whether they are decent people who are inadvertantly causing you greif.
If you knock on the door and have a chat with them you will know the answer to this. If they say they are really sorry and are trying to get the puppies to calm down, you wont feel as irritated by it.
If you knock on the door and they tell you to piss off becuase they couldn't give a shit if you're being disturbed, then you know you need to refer this to the relevant authorities to deal with as a noise abatement issue.
