Last I heard, you needed to feel like you were in "imminent danger" before you drew your gun. When a cop draws his/her gun that means they intend to use it. In this case, the guy was on the ground in a prone position with another cop on top helping to restrain him. There were other cops in position to handle the crowd. At what point did he feel his life was in danger?
