Water temp is between 65-68 (depending on what part of LA). I usually do were a wetsuit just to stay comfortable. As for the locals - I would say as long as you respect the locals you should have no problems. If you get vibed just move down the beach.... But if you are in the area I would definetly make a trip down south to San Clemente or the San Diego area.....
