The technicality (which was brought to my attention by my lawyer who gave my the advice for free) was that basically speed limit for the road had not been assessed in a certain number of years. It's probably a local law that says the speed limits need to have an Engineering Report in order to be reinforced in court. The cop tried to say it had been "grandfathered in", but the judge wasn't having it. i was absolutely elated.
