i think that the Hedrick_martin institute started it primarily for kids who are kicked out of their homes or beaten up so much that it affects their ability to learn.
while it sounds like most people on this thread feel that everyone is bullied in high school, some gay kids get raped by bullies, some gay kids are beaten up so regularly that they develop emotional disorders, etc... I think that this isn't a school people are going to because its a great magnet school but because its a last resort.
If it helps to cut down on teenage gay kids committing suicide, I think its a good idea. And Hedrick Martin is private, I'm not sure to what extent the school is public...
