In the documentation they mention adding components to your library but I'm pretty sure this is a required step to use anything in the fl.* packages.
Documentation for AS3 is a shit show unfortunately... have to figure out most of this garbage through trial and error so there may be a better explanation of this some where or I could be completely off base.
