I'm not sure about adding them to itunes in windows... but there are certainly more options for playing them in windows than on a mac. If you're looking for playback you can use WinAmp - IMO it's the best media player available for a PC - even if it was bought by AOL. There are also a myriad of programs available to convert flac files - one that comes off the top of my head and that I use regularly is dbPowerAmp, although you will need a plugin to convert from flac->whatever i believe.
Another alternative to minimize the loss of quality is to do what jsaul said.
The thing to remember with FLAC is that it's a lossless audio format, so compressing it in any way is more than likely (unless your codec is phenomenal) to introduce some white noise and possible hissing. I know plenty of audiophiles who prefer the FLAC format these days and would rather not have their pristine rips messed with or compressed.
