i kinda like the 1st one. i am not to sure about the light blue. maybe go with a blue that had a lil gray in it. less "neon"
as for the corp look, try to stay away from it. why not set the site apart.
bottom links have a nice font.. but too light in my opinion.
scroll bar in the welcome thingy has green/olive? why? doesnt match the blue.
main photo looks nice, but the sun is hurting my eyes.
bottom part: why not have the dates standout more? yeah ok the news in important but if you continue to use the css bgcolor use a diff font color to match the rest of the site.
otherwise, layout is fine, concept was good, but the execution is alittle poor.
i'll give you a 6 out of 10
