I'd just ask her if she'd like to go on a date with you. Pick something to offer that is obviously not something you'd do with just a friend. A nicer restaurant...tell her you'll pick her up, no offer of "meeting there" and something date-like...movie then drinks or something more likely to spur convo...art museum
