- JazXLet me spell it out for you dumbass. Monkeys/chimps are characters for a couple of different things depending on context. They can imply curiousity and mischief.
In the case of George W. Bush one can reasonably say that he resembles, and shares namesake with the cartoon Curious George. Insulting, maybe? But more of a light hearted jab than anything else.
Insunuating that a black man is a monkey or a chimp has racial overtones. And if you don't believe me here is a lovely website made up of rascist jackholes discussing their favorite terms to call African Americans (warning: incredibly offensive):

Now JazX either you know this and are fucking around which makes you a complete and actual asshole racist, or you don't and you're just dumb.
If you still question it's usage, please visit an African-American community in your neighborhood and call any random person a "monkey". Please have a friend along with a video camera because I'd really like to watch what happens next.
Either way, consider that you now have enlightenment on the issue.
