I think this division is due to the fact that film production is often split in two - the creatives behind the title sequences very often only come on board after shooting has finished, and are free to interpret what they see.
I'd say that many examples of titles that actually enhance the film are due to a particularly visual Director, who will keep a close eye on keeping a visual theme running through the entire production. David Fincher, Tim Burton, Wes Anderson etc.
Or something like that.
