    Now that I have watched the episode:

    To answer your question, one becomes a vampire once they are bitten and drink the blood of the person who bit them. And a significant amount of blood has to be taken. It's done fast (I think part of this is an excuse for TV shows to not waste air time and pretend like vampires drink all of the blood extremely quickly), but it's somewhere in-between draining all of the blood (after which a person would die) and just taking a few gulps (usually done during sex or whatever else fun activities one would be interested in).
