If it's anything like the way CS3 works, I believe it doesn't give you modeling tools. It will let you import 3D objects in standard 3D formats most programs can output to. In CS3 you could rotate the objects, scale and apply a few effects.
In CS4, I think you can paint on the surface of imported objects. Hope that answers your question.
