i dont see there being a "download some modern coat of arms for free" site. well, you never know.
but i'd guess that people who designed the "modern" ones above have probably looked at what the past shields were like then either added "web2.0-ness" to it or made it more suited to vector artwork.
in the case of that last shield, it maybe started off ye-olde but over the years it has been slightly tweaked and tweaked keeping it up to date.
