no it is the built in one, it is very easy and incredibly quick to use, slice your text into layers appropriate for the sequence of the effect and then simply draw a mask over each slice in your comp. then go to effects render stroke and chose reveal image from stroke options then animate the end position, this is not ideal for some text but for script fonts it is perfect. Stroke may be in a different menu now as I last used it in version 5.5
