Maybe it wasn't an admonishment though. Maybe she realised at the last second that in the context of the situation it was appropriate to kiss the presidential candidate and her active politcial associate before she kissed the 'old' president who is no longer politically relevant... that fact that he's her husband merely makes the situation a little awkward for her, hence she instinctively went to kiss him first then pulled back.
I give her the benefit of doubt.
