this is exactly the reason why the US is looked upon by other for being so backward when it comes to the legal system. you simply can't stick to rules, guards are only there to look after and maintain order, not to be their own judges and executors of their own judgements.
but hey, i noticed you also had something like guantanamo bay and plans to invade the hague international tribunal when needed. yes, no wonder so many other countries hate you.
i love americans, and i regard you as a very advanced culture, but in terms of justice you are centuries and centuries behind.
