crap. i dont have quark at the house, but i know what you are talking about. here's a trick i do:
on the line that drops a line and a half, highlight it, and in the area where you can change the font and stuff, look for the place where the arrow goes up and down (the paragraph spacing area) - type in like 5pt and it will push it up and you can tweak it from there.
i know its the ghetto way but its worked for me for years. i hope you know what im talking about, i dont have the app here in front of me.
