A non government group rising up against the current regime? That sure does constitute terrorism, doesn't it...even if it is civilians.
Either way...this thread was about a blackout...and is now being proven to definitely not be about terrorism.
The whole cause of the attack was Kobe Bryant. He was trying to divert attention from his upcoming court dates.
