I totally disagree with that, but maybe it's because I'm from here. I even work in the government, FFS, and don't think that. It's probably true that the people could be more boring, but it really depends on your interests.
It does make you think though. Maybe the list is true, and Winnipeg IS the sexiest, and Montreal is just raunchy, which some people think is sexy. Who knows.
