I was born outside Toronto in a city called Peterborough...its got a poplulation of about 70k or thereabouts .... from what i can see, sototallycarl is the closest to what you could expect... small towns generally speaking don't have a whole lot in the way of huge design/development community, with plenty of companies, jobs etc... if you can find something in the 40k to 55k range, you're in pretty darn good shape....
