As far as I know to design means to create or contrive for a particular purpose or effect, sooo basically to solve a problem. The problem usually being communication of an idea or information. In industrial design the problem would be functionality vs. aesthetics.
The line between design and art can get fucking blurry at times. As far as my understanding goes, when you sit down and play/experimet in photoshop or illustrator and you end up with a wicked image that you're stoked on...you just created art, unless you had a specific goal in mind of showwing something or communicating an idea...then maybe, just maybe you designed something for your own purpose.
I dunno, those are just my thoughts.
