  it was originally intended for libraries and museums to be able to use copyrighted works whose owners may not be alive or known. as it was written by lawyers who have no concept of business principles, it is unlikely it will pass as worded. all of the stock image libraries are getting together to fight this bill.
  it's not as alarming as the video suggests. the biggest problem is that if you find someone using your work, you can only sue for the licensing fee you would have normally charged them (not damages, or royalties if it was used commercially), and the burden would be on you to establish precedence for the licensee fee.
