I've never heard of a pay decrease in any jobs... That must be really unusual. I heard of demotions, but still, not affected pay.
Anyway, you have to understand that many bosses will promise evaluations after a certain period of time, 50% of the time they will screw you over. That is just an excuse to try to keep you. Happened to me twice. When the review time comes up- they keep putting it off, or say the company is not doing so well, so there's no increase...
If you were really affecting the company performance that bad, he would let you go, not keep you. They are just being cheap. But- Keep the job, build your portfolio as you look for something better... You can't even trust the guy with a good reference.
