Rigged? Sort of. Basketball is just an unorganized sport. There are potential foul calls on every single play. But obviously they can't call a foul every play, the game would take forever. At the same time, they have to call SOMETHING. So they leave it to the refs. It may be arbitrary, but its the nature of the game -not a conspiracy.
