Filtering of desired traits.. in other words, finding a suitable mate in your genepool which possesses the traits to bring you a lot of healty offspring and is able to take care of you. And as the desired traits might differ between locations and civilisations it's not that strange to think that isolated groups might have a lesser developed intelligence, simply because there was a lesser need for it.
In western civilisations, being intelligent is considered a good trait among most groups. Lesser intelligent people will often value intelligence less as well. But physical strength or having a good stamina is not as important here (western civilisation). And partners will less likely be chosen upon those traits opposed to many places of Africa.
