it definetly sounds like a recipe for a major upheaval if it ever happened in a large way considering how people get together and act on the net. just consider the whole HDDVD code shinanigans. BUt that doesn't mean it won't happen all together, it already does to a certain extent if you look at AOL or the bandwidth squeezing that goes on. just means a good chunk of the population, namely suburban families with their paid cable subscriptions already, won't know the difference when they have to subscribe to internet packages.
