who needs high spec production?!?!
convince your boss that the new cool is the lo-fi "urban" "happy slapping" mobile phone video, film it all on that then splice it together in some crappy package. sorted!!
you'll probably find that youd be an arm and a leg to get a really sexy job done. most design companies would probably do it inhouse and get a video/flash guy to do it. you might be able to wangle your boss into buying after effects or flash and give you some R&D time to knock something up :)
