much respect to you and your project...
i know how this feels, except from the other end and not at all to the extent of what your sister is going through.my son's mother is a deadbeat. though i will give her that she has gotten better in the 2 years we've been separated. some of that came from the fact that i took her ass to court so she knew i wasn't screwing around.
definitely tell her to go to lawyer. he will legally have to pay or he will go to jail and he will still have to pay retroactively. also they will probably make him get a prison job like making license plates which he will have to pay towards child support with as well.
