Depends on the band as well, if they suck anyway then why not their website as well.
I would say charge them your lowest hourly fee, somewher around 20 $ /h would be ok.
You can also completely go wild and make it somesort of experimental site you can use in your portfolio as showcase, then you can lower you fee, cause you benefit from it as well and you would have done the work anyway for a personal project.
