I know what you mean I think. There's two rivets with card washers behind them and a piece of thin red sting attached to one, and you wind it round the other one... that what you mean?
If so, I don't they are known as envelopes, I think they are purpose specific and called wallets or something. Maybe book keeping or accountancy might be keywords that help with the search?
