Depends on where you work. In my experience:
CD- Sleazy wheeler and dealer/co-opter of other people's ideas as he drowns under the pressure of being creatively responsible. Makes decisions from a place of fear.
AD- Glorified designer who spends half the time trying to keep projects not already shot down from loosing their potency as they are modified beyond recognition by idiots. Makes decisions from a place of hope.
Designer - Moves shit around on the screen. Is kept out of meetings. Throws poop around cubicle. Makes decisions that are unheard.
