i'd drop the flat fee idea and stick with number of hours required to do the job. break the work down into easily digestible items that your client will understand - design / development / production / revision / deployment. always include a sitemap and technical specs (ie server requirements / functionality descriptions...) and don't forget a good set of terms & conditions
