  I'll just summarize how I fixed it:

  1. Made the gradient in a new transparent layer. The gradient was a dark green --> transparent.
  2. Set the layer mode to overlay.
  3. I merged the gradient layer down to the green "background" layer.
  4. Added Noise Filter 0.1 %.
  5. Saved for Web & Devices, JPG maximum quality.

  This doesn't seem to nail it every time though, but it worked out here.
