I may be wrong, but I think dither box was a third party plug in that was bundled with photoshop for some reason.
My guess is that it was never carbonized to run in OS X so it was dropped. You can pretty much do the same thing by opening up a new document (say, 10px by 10px), blowing it up to 1600% and drawing with the pencil tool at 1px.
When your done go to Edit > Define Pattern. You can use it Dither Box Style to fill selections with your wacky pixel patterns.
