I was thinking about trying to move to London for awhile and I know it is hard to get into the UK unless you get a job there first. However, they have something called the Highly Skilled Migrant Worker Program where you can apply and get a permit based on your age, salary, skills, etc.
Other countries, it depends. One of my friends moved to Berlin for awhile and he said there was no formal process to go through at all. He basically just got on a plane there, there, hooked up with an apartment with some friends and was ready to go. So I guess it depends.
