I don't see why, if you did it properly in a free world economy, some of the fiscal gain could be used to pay for oversight structures to control corruption.
I appreciate that there's corruption in the US jail system (I saw Shawshank Redemption, see?) - but to compare your country to that of two of the most corrupt countries on Earth is speciousness absolute.
