assuming this is all being done w/ Mail app:
- add "Cc: Field" as pref in View menu
- then, when it appears; pull down the little tab on new message on left side
- select "Customize..."
- check the priority option that appears on right-side of message window
- select "OK"
- choose priority when sending a new message
