Depending on the size of the tire and the number of tires you want to cut, there are hand saws that are specified for rubber as well as electric hand saws that have double blades that will do the job. Upholsterers use a kind of double bladed electric saw for foam rubber that can be fitted (the heavy duty ones) with blades that will cut through dense rubber if we're not talking about monster truck rally tires.
