That's a cop out. It's either financial reasons, he does bad work, or a combo of both. Have some respect, and don't just make shit up. Be honest. If it's financial - tell him. If it's because he does bad work - tell him why you think he does and what he can do to improve.
But don't just look for a quick and easy way out. If you fucked up and hired someone you couldn't afford then that is a problem you need to rise to and take care of properly.
